Uncle Lou is here for you!

Lou used to be extremely meta but with the addition of new hypercharges, he's falling off at the moment in the meta, but he's extremely underrated in quite a few gamemodes, his second gadget, Cryo-Syrup adds 50% to the freeze meter to opponents inside his super, that's equivalent to slightly more than 1 full clip (3 snow cones/projectiles), and with his star power hyperthermia, a single gadget can lower an enemy's attack by 25%, allowing assassins to rush in and defeat them more easily. Depending on the map, I might switch the gadget gear to either shield for slightly more survivability or damage gear for well, more damage, the super charge one is a must have as I find that it helps a lot with chaining supers.As for enemies that Lou counters easily, I would recommend hunting down tanks (like Bibi and Primo)/squishy brawlers (like Otis if you can dodge well)/brawlers with short to medium ranges (like Hank and Cordelius provided you are in a slightly open area with an escape route that won't leave you cornered). The gameplan is pretty simple : charge your super by slowly chipping enemies from behind walls, then when you get your super, block off chokepoints such as the enemies' spawn in Dueling Beetles) and once you get his hypercharge maybe 30-60 or so seconds into the game, you can activate it to get an easy teamwipe or secure an objective easily.
